Is language formed by experience, or are experiences formed by language?

Logically speaking, it's experience before language. Language is the articulation of experience. Certainly, our experiences shape our language, starting with hearing our mother tongue in the womb. We will have to experience something first and then describe the experience using voice. For example, "Ouch" is after being hurt, and "Hi" is after you see somebody. Doesn't that make sense? The language is progressive in line with experiences. In simple terms language and experience are effective in making things happen or not happen as part of the transformation amongst the socially bonding instruments. LANGUAGE is the inventory of HUMAN EXPERIENCE.
