Prisons as Crime Schools

With millions of crimes being registered annually, the crime rates are at an alarming rise. Shockingly, even the return rate of prisoners has gone up over the last few years. Within 3 months of their release, 70% make their way back to prison cells. Someone who ended up there for stealing a bike is taken under the wing of more experienced criminals who teach him the art of stealing car. Now, after his release, this person makes his way back to jail but this time for stealing a car. Prisons have become crime schools which don't provide a degree.
